EMC MARKET SURVEILLANCE CAMPAIGN (2011)
Due to enormous amount of reports on LED lighting equipment interference– reporting severe and visible interference on radio and broadcast reception– eighteen European Union national market surveillance authorities were involved in EMC market surveillance campaign, during the period of 1st of January and the 30th of June 2011.
Eighteen European countries participated in the campaign: Belgium, Cyprus, Czech Republic, Finland, Germany, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Romania, Slovenia, Sweden, Switzerland and the United Kingdom.
A hundred and sixty-eight (168) LED lighting products were tested. Ninety one (91) LED lighting products were of Chinese origin, whereas the origin of sixty-five (65) products could not be determined.
Compliance to harmonized standards and EMC directive 2004/108/EC
LED luminaries were within the scope of:
· EN 55015 “Limits and methods of measurement of radio disturbance characteristics of electrical lighting and similar equipment”
· EN 61000–3–2 “Electromagnetic compatibility (EMC) — Part 3 – 2: Limits – Limits for harmonic current emissions (equipment input current <= 16 A per phase), and
· EN 61547 “Equipment for general lighting purposes — EMC immunity requirements”.
The compliance with the applicable EMC standards showed shocking data:
· Compliance with the emissions limits: only 61.5% of the tested– one hundred and sixty-six (166) LED products were compliant with relevant EMC emission standards.
· Compliance with the immunity limits: 91.5% of the tested, forty-six (46) LED products were compliant with relevant EMC emission standards.
· Compliance with harmonic current emissions: 46% of the measured LED luminaries failed the compliance with EN61000–3–2.
CE marking
The administrative compliance was shockingly low– only 28.8% and, mainly regarded the CE marking and the Declaration of Conformity (DoC) requirements.
Almost 9% of the inspected LED luminaries did not have the CE marking.
Declarations of Conformity (DoC) were available for 74.4% of the assessed LED luminaries, with almost half of them having major deficiencies (e.g. missing reference to the Directive, incorrect Directive, identification of the product, incorrect standards, not issued by the manufacturer and/or authorized representative, etc.).
