EMC MAR­KET SUR­VEIL­LANCE CAM­PAIGN (2011)

Due to enor­mous amount of reports on LED light­ing equip­ment inter­fer­ence– report­ing severe and vis­i­ble inter­fer­ence on radio and broad­cast recep­tion– eigh­teen Euro­pean Union national mar­ket sur­veil­lance author­i­ties were involved in EMC mar­ket sur­veil­lance cam­paign, dur­ing the period of 1st of Jan­u­ary and the 30th of June 2011.

Eigh­teen Euro­pean coun­tries par­tic­i­pated in the cam­paign: Bel­gium, Cyprus, Czech Repub­lic, Fin­land, Ger­many, Hun­gary, Ire­land, Latvia, Lithua­nia, Lux­em­bourg, Malta, the Nether­lands, Poland, Roma­nia, Slove­nia, Swe­den, Switzer­land and the United King­dom.

A hun­dred and sixty-​eight (168) LED light­ing prod­ucts were tested. Ninety one (91) LED light­ing prod­ucts were of Chi­nese ori­gin, whereas the ori­gin of sixty-​five (65) prod­ucts could not be deter­mined.


Com­pli­ance to har­mo­nized stan­dards and EMC direc­tive 2004/​108/​EC
LED lumi­nar­ies were within the scope of:
· EN 55015 “Lim­its and meth­ods of mea­sure­ment of radio dis­tur­bance char­ac­ter­is­tics of elec­tri­cal light­ing and sim­i­lar equip­ment”
· EN 6100032 “Elec­tro­mag­netic com­pat­i­bil­ity (EMC) — Part 32: Lim­its – Lim­its for har­monic cur­rent emis­sions (equip­ment input cur­rent <= 16 A per phase), and
· EN 61547 “Equip­ment for gen­eral light­ing pur­poses — EMC immu­nity require­ments”.

The com­pli­ance with the applic­a­ble EMC stan­dards showed shock­ing data:
· Com­pli­ance with the emis­sions lim­its: only 61.5% of the tested– one hun­dred and sixty-​six (166) LED prod­ucts were com­pli­ant with rel­e­vant EMC emis­sion stan­dards.
· Com­pli­ance with the immu­nity lim­its: 91.5% of the tested, forty-​six (46) LED prod­ucts were com­pli­ant with rel­e­vant EMC emis­sion stan­dards.
· Com­pli­ance with har­monic cur­rent emis­sions: 46% of the mea­sured LED lumi­nar­ies failed the com­pli­ance with EN6100032.

CE mark­ing
The admin­is­tra­tive com­pli­ance was shock­ingly low– only 28.8% and, mainly regarded the CE mark­ing and the Dec­la­ra­tion of Con­for­mity (DoC) require­ments.

Almost 9% of the inspected LED lumi­nar­ies did not have the CE mark­ing.

Dec­la­ra­tions of Con­for­mity (DoC) were avail­able for 74.4% of the assessed LED lumi­nar­ies, with almost half of them hav­ing major defi­cien­cies (e.g. miss­ing ref­er­ence to the Direc­tive, incor­rect Direc­tive, iden­ti­fi­ca­tion of the prod­uct, incor­rect stan­dards, not issued by the man­u­fac­turer and/​or autho­rized rep­re­sen­ta­tive, etc.).
